That is a perfect example of an oxymoronic statement.
'Under the control' and autonomous (in the usuall since) are diametrically opposed. You are either telling it/them what to do or your not, if they are not capable of ignoring outside control, they are not autonomous.

I believe the context is that each drone acts independently within the parameters of an algorithm specific to a task or set of tasks chosen by the controlling soldier(s). Literally you are of course correct.

MAJ Montgomery Granger - I do think that they could have come up with a better terminology for what in effect is a 'massive parallel processing network' using what would be considered an artificial intelligence (AI) algorithm to accomplish one or more assigned task and reporting to the operator.
