The subject could have complied with instructions and filed a complaint through IAD if he disagreed with what happened to him. He would have lived to have a day in court...
The fact that he was repeatedly tased and it had no effect indicates that the man was either in some enraged (berserk) State or under the influence of a substance.
Self defense and unit self defense would have allowed either of these officers to have shot this person to protect themselves, their partner, or a member of the public.
When a subject is in 21 feet of a LE officer, and they rush that officer, defensive tactics would have allowed for the use of deadly force to retain his weapon. The first officer could have shot this guy as soon as the taser failed to bring an end to the physical attack (as he elected to use his taser first vice his firearm, he could have shot him right there...this subject was afforded many opportunities to comply before deadly force was used).

No. Based on what I saw (viewed this earlier) and read, I cannot fault that 2nd officer for shooting. He gave that man plenty of chances ... the 1st officer was pretty damn reserved too. I don't think he reached for his weapon ...
