They "Screwed the Pooch" on this one, people died as a result. It should have been reported to FBI to be entered into NICS as required by law. Goes to the argument to enforce the laws we already have instead of creating new ones to not follow!

That is interesting news SSG(P) (Join to see) that the Air Force faces many millions of dollars in potential liability for the mass shooting at a small-town church in Texas earlier this month by a former servicemember, legal experts say.
Why on earth would a military service be held liable for the actions of somebody who discharged with a bad conduct discharge in 2014.
Hopefully these suits against the USAF will be thrown out of court.
The estate of murderer Devin Kelley should certainly be held liable to the degree that assets are available IMHO.

They didn’t report his record to feds allowing him to get guns legally. They are partially liable.

They failed to follow a legal reporting requirement. This has the potential to open up liability.

As for the estate, they also face potential liability, but it's up to the court to determine how much.

People love blaming and claiming others are responsible every since the big settlements began. Remember the Government doesn't have any money, they only have access to Your money; the money they can get from the natural resources we own; import taxes on the goods we buy which also includes that cost of on imports. The rest of their spendind is DEBT. And government (which is really we the people) are already as of this reply over $20,501,889, 000,000 in debt and it is rising evey second. In fact, the debt went up $3 Million while I typed and corrected this comment .

It appears to be a clear failure to do mandated reporting, they have opened themselves up to legal action. One would think that they would have the reporting mandate down by now.
