I just hope it's a detailed report and not just a ploy for more funding, not that more funding isn't needed to rebuild our overburdened Navy. Way too many aspects that are questionable regarding these two collisions that run contrary to what the processes I saw when on AD.

MCPO Roger Collins The report does detail where those processes broke down. Although the lee helm configuration on the McCain that was an upgrade to the destroyer I was on contributed to that collision.
