Not an expert, but if the idea behind the rail gun was to get away from gunpowder charges, then why would they retro-fit these to work in the 5 inch gun? Also, as said below, these rounds are EXPENSIVE, which means no one will use them. Sounds to me that a defense contractor is trying to keep a failing project relevant...
