I've interviewed for 6 different positions after I retired from Army and all but one were panel interviews. I think if you prepare the same way you would for a one on one interview and focus primarily on the person who asked the question you will be fine.

A panel interview sound like a promotion board with less stress IMO.

It's basically a job interview for someone who wants the responsibility of subordinates lives in their hands. The answers are all common knowledge and can be studied for, but the high pressure is to make sure you won't crack under presssure. Here is an example of the actual board.
