As the principal Soviet signatory of the Nazi–Soviet non-aggression pact of 1939 (also known as the Molotov–Ribbentrop Pact), he angered the Poles [He was aware of the Katyn massacre of Polish officers committed by the Soviet authorities] and his role in the Winter War angered the Finns.
It is indeed ironic for Molotov that the cocktail was named after him since the originators of the simple but effective weapon would have loved to baptize him with a Molotov Cocktail.
