Venezuela has a bread shortage. The government has decided bakers are the problem.

Like all Socialist or progressives in power, they fail to understand that their re distributive economic policies are the problem. Rather than admit their own incompetence, they look for some scapegoat to blame. In this case it is the bakers who are at fault.
