Mall Active Shooter Exercise Toolkit

Ohio EMA has developed a Mall Active Shooter Tabletop Toolkit that we would like to share with all of you. Please feel free to forward this to county EMA’s and partners in the public and private sectors.

The tabletop exercise is intended to involve key personnel in discussing emergency and security plans, policies and procedures, and to promote functional organization within participants’ jurisdictions. Exercise participants would include: mall managers and security personnel; businesses and shops; law enforcement agencies (local, state and federal); emergency management agencies; fire departments; emergency medical systems (EMS, hospitals, coroner); 911 emergency dispatch; community support organizations (Red Cross, churches, etc.).
