Thanks for letting us know LTC (Join to see) that Canadian Army Corporal Joel Mousseau was denied being promoted to Master Corporal (equivalent to Sergeant in the Canadian Military Forces) due to his inability to complete enroll in a course.
I had to read Joseph Heller's Catch-22 when I was a cadet at West Point. At the time, my tactical officer's name was Major Major.

LTC Stephen Conway I don't we had something close at one time (in and around the mid 2000's). We were promoting people who weredeployed with the understanding they would be attending NCOES after returning to CONUS. I knew a couple of NCO'S who were victims of not finishing schooling.

For Guard Officer's we are recognized by the State first and have to submit Federal recognition packets. And there are times Officer's don't get Federally recognized. A real life example would be a former Adjutant General was a Major General in Oregon, but was only Federall recognized as a Brigadier General. Inside the state, he wore 2 star rank. Outside the state, he wore 1 star.
