In Utah......those drivers DO NOT CARE if it's construction zone or not.....or even if a cop is sitting there checking speed. I do the speed limit and those Utah drivers pass me like I'm sitting still and give me dirty looks as they pass me.

Same here in TX where speeding is a cultural thing and way of life. Everyone speeds, if you do not speed you had better get way over to the right, off the road if possible. One local toll road near Austin has a posted speed limit of 85mph. Limit in construction zone through middle of town is 55 mph, people routinely go 75..
