18th Airborne at center of major Pacific exercise for the first time

I wonder if we are still willing to include the National Guard in training exercises then ignore them when it counts. Remember Desert Shield? The first thing that happened at the Pentagon was that the mobilization planning team ran to their bookshelves, gathered their CAPSTONE manuals, ran back to their desks, and promptly dropped the CAPSTONE manuals into the circular file next to their desk.
