Thanks for sharing SFC Joe S. Davis Jr., MSM, DSL. After reviewing the primary objectives I think this approach may just be adding more bureaucratic positions to the system.
"1. Replace the Veterans Health Administration with an independent non-profit corporation called the Veterans Accountable Care Organization.
2. Establish two veterans health insurance programs: the “VetsCare Federal Program” and the “VetsCare Choice Program”.
3. Set up the VetsCare Advisory Commission. This commission would be in charge of :
a. Analyzing the formation, implementation, and policies of the non-profit corporation and insurance programs and reporting to Congress on their progress for the purpose of ensuring that veterans have proper access to quality health care.
b. Closing or realigning health care facilities. During the process of transferring things from the VA to the non-profit Veterans Accountable Care Organization, the Commission can decide which of the VA medical facilities (hospitals, clinics, etc.), if any, should be closed or realigned. “Realignment” basically means that the facility will be under new administrative organization but will continue to offer services. Congress must approve all closures and realignments, and the Commission must guarantee that the veterans in those areas have sufficient access to their necessary healthcare. "
The only veterans who should get a Veteran's Health Insurance Card are those who have sufficient service-connected disabilities. The current system ensures that anybody with less than 50% service-connected VA disability will have there other government program retirement deducted by the amount the VA disability program provides including military retirement, social security, etc.

I think all Veteran's should have a Veteran's Health Insurance Card and go to any medical doctor of their choosing.

The only problem with that is not all doctors take all insurance as I found out.

Are you talking about the "Veterans Health Identification Card" or the "Veterans Choice Card"? The one that is the so-called "insurance card" is the "Choice Card", bottom line, no matter what some feel good individual tells you, is that the "physician/clinic" has to be on the approved list. Do you know what the approved list is? It is the provider list that takes Medicare/TRICARE rates, it does not allow you to go to any provider of your choosing, unless that provider is on the Medicare list. Also note that the "Choice" program was only funded for a three (3) year time period or until the funding runs out, whichever is first. We are already toward the end of the second year and have one year left to go.

So let me get this straight, transfer tens if not hundreds of billions in VA assets to private control and then pay them to do the job of the VA. Ok, perhaps... however if it's going to really be a "non-profit" can we have some guarantees that they will not be funneling additional money into "for profit" enterprises or paying their executives more the POTUS?
