13. Overtaking
Notwithstanding anything contained in the Rules ... ... an overtaking vessel must keep out of the way of the vessel being overtaken. "Overtaking" means approaching another vessel at more than 22.5 degrees abaft[15] her beam, i.e., so that at night, the overtaking vessel would see only the stern light and neither of the sidelights of the vessel being overtaken.[11] Note that the opening words of this rule make clear that this rule overrides all other rules.

No big deal. Our own ships that are UNREP'n get 3 times closer than that (or more). Now, they used to REALLY not play nice, and would traverse down the middle of an UNREP, causing emergency breakaways all around. Saw that once. No, this is just more of the BS they've been pulling, but like the jets that buzzed, there was no real danger...unless the US ship lost propulsion. I can understand how this looks to people that've never been to sea, though. ANd of course the media loves to make mountains out of molehills.
