Dylann Roof is. Eric Rudolph is. Timothy McVeigh was. All who commit or conspire to commit murder or destruction who specifically target noncombatant civilians for the sake of an ideology are terrorists. Those who commit murder because they are having a bad day are just murdering POS's.

Of course. Terrorism in America is classified by who you kill and who is doing the killing. Minorities terrorizing minorities for years tends to be labeled gang violence for instance.
