Also need to remember that in this part of the world bribes/corruption are an accepted way of doing business. Our American values have a hard time wrapping our arms around this, but frankly more of the world conducts business this way than ours.

I would say its common here as well we just make it legal by calling it lobbying.

Hundreds of millions of taxpayers dollars went to the nation building in Iraq and Afghanistan. Our wallet was open and there was little accountability for the longest time. It's going to be difficult to go back at this point and determine what was fraud, abuse, graft, bribery, money just given to local officials or just outright incompetence. We had lower ranking officers and NCOs that had never in their life even thought about the amount of money that they had responsibility for, with very limited training or oversight doling this money out. Was any of this happening, I would say the chances are good that there was. Human nature. I have seen enough court martial proceedings that only confirm that suspicion. How prevalent it was, I don't know.
