This is all part of the Iran's our friend narrative - 2015 of March we pull our guys out - May of 2015 Iran orders their guys (Quds and Hezbollah) in only for us to quietly return under the radar. We had know that Quds had been training and fighting along with al-Qaeda affiliates in Yemen all the while declaring victory in the Iran nuclear deal latter that October. This was actually the same situation in Benghazi back in 2012 - Quds training and coordinating the attacks there.
Give the media and the masses a lot of smoke and noise yet give them something that can be controlled.
