Hopefully if found guilty LTC Frederick Lamar Burnett will be punished sufficiently for defrauding the US government by supplying Chinese-made baseball caps and backpacks as American-made gear to the Army Recruiting Command SFC Joe S. Davis Jr., MSM, DSL

LT Miranda Bernabei - I expect an audit uncovered the fraud. I was thinking that an auditor brought down Al Capone. I am not equating LTC Frederick Lamar Burnett to Al Capone; but, it is great that auditors are able to uncover truth which leads to indictment for misdeeds.

I inherited an 'additional duty' in Iraq to manage a $110 million dollar contract to build and equip a school in Taji, Iraq for members of the Electric Power Security Service (EPSS) nation-wide. The program had floundered and was in a "black" condition as the contractor hadn't been paid; everything about it was more that three months overdue. After a close review of the 'statement of work' (Sow), I performed a lengthy personal boots-on-the-ground inspection of the facility. Satisfied that all was up to standard and where it should be, I recall the nervous unease that enveloped me as I paused in signing the first remuneration document to that contractor...what was, in effect, and open end blank check. I was about to put my name and reputation on a document for TWELVE MILLION DOLLARS of American tax-payer's money that I could be held personally responsible for - not including any additional sum I may have penned in for my own use as there was NO oversight by anyone of my actions! I had, up until that moment in my life, never held responsibility for such a sum! I completed the task, paid the contractor, and kept full documentation of that transaction and all that followed both on computer disk and paperwork locked in my office safe. My contract management and personal integrity paid well when I was able to provide 100% supporting documentation to the Special Inspector General during their 'contractor fraud' investigations in Baghdad. Frankly, I was the ONLY person in the chain of FIVE Contract Officers able to do so. That I received a 'special commendation' for good work is irrelevant...the other side of that coin was prison! And too many otherwise competent, honest, good men and women allowed themselves to be tempted by the ease of such access and fell prey to personal greed. They weren't sorry they 'did the deed;' they were only sorry they got caught.
