Aside from BGen Veit's judgment, I find this odd: The victim has been publicly identified. Meanwhile, the alleged attacker remains anonymous. Thinking out loud here: Would this happen in the civilian world? Who is being protected? And, who is not? This isn't the way it's supposed to work.

I'm unsure of the legalities protecting accusers in whistle blower cases. She may not have been able to remain anonymous for that.

CW2 (Join to see) - Agreed. But sexual assault victims usually don't get their names published. But, whistle-blowers do. That's a crap-sandwich if it is the same person.
