The Iraqi military caves because it is not a unified military - it is a group of tribes that distrust one another and do not cooperate with one another.
This is a direct result of Obama pulling our troops (and civilian and military advisors) out before they were capable of standing on their own. After we abandoned them they fell back into their customary sectarian warfare, and their military is a reflection of that strife.
This outcome was predicted beforehand, but Obama's hubris does not permit outside ideas to be heard.

CSM Charles Hayden, the Iraqi Army formed the basis of the insurgency; they were Saddam's men and would not have been a positive force for unifying the country.
If you recall, the Sunnis even boycotted the first election and tried to sabotage it as well. The Sunnis had every reason to fear Shiites and Kurds in power since they had been so oppressed under Saddam's regime.
It took a while, but with American protection and guidance the Iraqi government was becoming an inclusive operation that was sharing power among the sects. When Obama pulled our military out we lost all influence over the Iraqi government, and they were forced into the arms of the most powerful of their neighbors - the Shiite Iranians.
It was the Iranians that pushed the Iraqi government to purge the Sunnis, thereby reigniting the sectarian warfare that led to the rebirth of AQI into ISIS, and the mess we see there now.
It did not have to be this way. Iraq was well on its way to becoming an inclusive democracy and a strong American ally in the region. The Obama administration was even trying to take credit for the results - before Obama pulled our forces out and snatched defeat from the jaws of victory.
