March 9, 1864 – President Abraham Lincoln officially commissioned Ulysses S. Grant the first lieutenant general in the U.S. Army since George Washington. After leading Union victories in the West in 1862-63, Lincoln gave Grant supreme command of the Union forces with the revived rank of lieutenant general.

Great history here. I think Grant deserve to get the rank of LTG. He had proven his self in battle.

Grant was good he stop the pow exchange for that the confederates were going back into battle and the union guys home
