The Iraqi Government will hold Ramadi IF they have reached an agreement with the Sunni tribes that can last. The tribes were key in the ouster of AQI and will be key to driving out, and keeping out Da'ish. A contributing factor to the rise of Da'ish is the sectarian policy instituted by the Iraqi government post US withdrawal. Time will tell if the leaders of Iraq have learned their lesson and agreed to compromise for the health of their country.

Nope and nope. While I'd like to be more optimistic, the Iraqi forces simply aren't capable of sustained retention of land. They may hold it temporarily; however, they don't have the leadership, logistics, or will to keep what they acquire. Hopefully this changes in the future, but for now, this will be a short-lived accomplishment.

I don't think the Iraqis are organized fire this kind of fight either.
