If you can turn old factories and warehouses into "fashionable" Lofts and Apartments, a Mall should be easy. One client converted a Tobacco Dryer into Loft Apartments. It actually turned out pretty nice. Not my thing, but if I were single and worked downtown, it would be a consideration.
