The water levels were low enough to see tree trunks in Lake Gatun when I was stationed @ Ft Davis in the 90s. They came back; enough to warrant the construction of bigger locks on the Atlantic side. The waters will rise again.
Can the Panama Canal save itself?

You mean to tell me the sea level is not rising and flooding it out?

Just a hunch, but I believe the bigger locks are releasing more fresh water into the Atlantic than the older locks as you can't release the mixed salty water into the fresh water lake.
