Will someone be fined the $50,000 for illegally accessing a whistleblowers records?

Interesting that VA's Computerized Records have a option to have records deemed sensitive and when they are, the records are electronically tracked as to who opened the file. Seems to me, anytime our records are opened, the system should be able to reflect who was in there.
