Why is there such a long wait for reserve component officer and warrant federal recognition/promotion?

Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

CPT (Join to see) - You're welcome. The newest update was 8 Aug and your scroll is still OTJAG. If you want to check, search for Ricci Moore on the global email. When you put her name in the to box, an automatic reply will show up with the status of all scrolls. My scroll published so I don't anticipate being present on this site as often.

Just checked and PL9-19 has been approved. Congratulations to all of my fellow officers on that scroll. It's been frustrating that the scroll was up at OSD for 2 1/2 months, but we've been fortunate considering some scrolls have taken more than a year to publish.

I have a reliable connection that has good intel from NGB. He mentioned that PL9-19, PL12-19 and PL14-19 have been published. I don't know if they are in Iperms yet though....

CPT (Join to see) - Yeah... I'm wondering what's up with your scroll? I know that they used to hold things up if there was an issue with a single person--not sure if that's the case now. But just looking at previous posts and times, I'm hoping we both get sent to OSD near the same time.
