Why is there such a long wait for reserve component officer and warrant federal recognition/promotion?

Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

How do I find out what scroll I am on, the G1 Self Service says awaiting to be placed on a scroll but it has said that for over 30 days is that correct??????? I just read this great article that said "the average processing time for federal recognition of scroll lists processed to completion has been reduced from 195 days to 155 days during the 2018 fiscal year."

Army Sends 'Fedrec' Report to Congress
The Army has made some headway in shortening the waits National Guard officers experience in getting federal recognition of their state promotions,

MAJ (Join to see) - I was waiting almost 4 months to be placed on a scroll Ma'am. State order in September and finally on a scroll in January 2019.

CW3 (Join to see) so when they sent the report to congress showing the time between state orders and FedRec was down to 150 days I should not get too excited????

I believe that is the processing time once NGB has sent the scroll to DMPM. Any decrease is a good thing, but the process is still too long and inefficient.

I'm back! The last time I ran through Fed Rec it took me about 260-270 days from State Promotion Orders to Published Fed Rec Orders in IPERMS. Hopefully this time will be better, but I'm not holding my breath. Currently awaiting a scroll, time starts now.

My state order for CPT was effective 20OCT12, federal order was effective 30JAN13.
This time my state order for MAJ was effective 09AUG18 and my scroll (P01-19) is currently sitting at the OSD. Hoping for orders to be cut before the week is out. All in all, I feel pretty fortunate compared to some of the stories/timelines I have heard about.

I hadn't see anyone post an update but this seems to be an important development. I am not sure if it is government shutdown related but the FEDREC HR Technician had the following update:

I wouldn't think its common, but I don't think that means it is uncommon.

1LT(P) David D. Mathies - I think you might've been mistaken in regards to U14-18 being published. Since U is for warrants (and unless your fellow PL reverted), he was probably on PL14-18.

CPT (Join to see) - you are absolutely right, I was mistaken. I will edit my post accordingly.
I'm unsure of what scroll he was on, but I can tell you that he was in the queue for a shorter time than I have been, so I do indeed believe they sign these out of order.

Is anyone else on PL14-18? I put this out of my mind initially given how long it took for 2LT--->1LT, but seeing that PL13-18 just published, its given me some encouragement the process has indeed sped-up. I am unfamiliar with the process as a whole. Do these scrolls publish sequentially?

Congrats, hopefully U10-18 is not too far behind. Appears to be stuck at JAG right now. I believe we are 14 days behind you guys in regards to scroll date.

P08-18 is at the SecDef. Only "130" days in the approval cycle. Should only be a month, month and half tops, left to go.

There seems to be no logical process being followed here. L02-18 is at 160 days in the approval cycle and still waiting for ASA(M&RA).

I still have not figured out. Some scrolls sit at the SecDef for a month and it seems that P8 and P9 were there for one day. Not complaining but there is no rhyme or reason to it.
