Why is there such a long wait for reserve component officer and warrant federal recognition/promotion?

Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

A little movement on U10-18 today. "Awaiting Off of Sec of Defense approval; U10-18; 165 Days in DoD Approval cycle"

National Guard promotion provision makes it into House NDAA
National Guard officers just got a lot closer to receiving backdated pay for long promotion waits.

WOW! I am a P11-18 and we just got ours published at around day 110'ish (Published 10-19-2018) (around 150'ish if you count the days it didn't tick). Congrats to my fellow scrollmates and Godspeed to the subsequent scrolls! May your venture on the promo-scroll be short lived!

Any P10-18ers see any change? The G1 tracker still shows us at DMPM, I know this never gets updated. From the above post does anyone know how long it can be if we're at CSA?

There has not been an update on the G1 tracker since at least Wednesday of last week for P10-18. I tried looking at the various charts provided in this thread, its really sporadic on when a scroll moves from step to step.

L02-18 has been sitting idle for five or six weeks now. Awaiting Asst Sec Army, Man, Res Affairs. 182 Days in DoD Approval cycle

Does anyone know what all the different types of scrolls are designated for? There are "P", "L", "D", "S", and "U".
This is my best guess, please correct me if I'm wrong:
L = 1LT
P = CPT-LTC
S = COL-LTG
D = CW2
U = CW3-CW5
If scrolls starting with "L" are just for promotion to 1LT, there are a lot of people in those scrolls. Last year, there were 16 "P" scrolls. Since there are only 4 "L" scrolls per year, I assume that means there could be up to four times the number of people in "L" scrolls than there are in "P" scrolls. I don't see the "L" scrolls move four times slower, so that's positive.

P10-18 was behind P09-18 by 19 days. P09-18 got approved about 23 days ago...not sure what's the hold up on P10-18

P10-18 was at JAG for almost 2 month longer than P09-18. They got there about the same time in early May, but P09-18 left JAG the first week of June. P10-18 didn't move on until July 31st. My guess is that someone in our scroll needed a lot more attention at JAG.
There was a batch of 3 scrolls that were published at the same time. We barely missed that group. Now I assume we will be the old scroll in the next batch.

I don't want a "major shake-up", I just want to get promoted on time. My DOR is 20 July 2017 for a promotion I have yet to receive. Congrats to P07-18 and P09-18!

Happy Anniversary to me I have passed 1 year as a 1LT Company Commander. Yes, 1 year where I cannot be a Senior Rater without having to have a supplementary reviewer. I can sign well over a million dollars worth of property and be accountable for personnel actions but I need an O3 to check my NCOER's. I have the feeling that I will do my entire command time as a 1LT but who's complaining Happy Anniversary to me!

Unfortunate part of it...worked in a Major's position for almost a year as a 1LT with all the duties and responsibilities, but none of the rank, pay, or backing to go with it.

That looks like DPRO. Theres also the career tracker site, which seems to be down today...

CW5 (Join to see) - Correct. DPRO in the G1 portal. Have to request access, have RCAS, etc. etc. It is handy for other things as well

Thanks! We spent only 17 days at SECDEF but we were over the 300 day mark so I’m sure that’s one of the reasons we didn’t spend 28-60 days at SECDEF like some I know.
