Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

U10-18 just moved on from JAG today. Now it is Awaiting Dir Ch of Staff Pers approval; U10-18; 139 Days in DoD Approval cycle

Quick article by NGAUS about improving FEDREC wait times. The author writes, "Some National Guard officers are waiting 40 percent less for federal recognition of their state promotions since NGAUS cast a light on lengthy delays in the process."

I'm glad that the article ends with the NGAUS president BG (Ret.) Roy Robinson quoted saying, "But we can’t be satisfied yet. This process used to take just a couple months. With all the background information available now electronically, we should be able to get back to that."

Billy I apologize for sounding harsh. Just frustrated in the whole process. Glad to see your scroll published. It’s much better than the 300 days guys were seeing not to long ago. Robert thanks for the uodate, hadn’t been to work yet here in Arizona. Congrats to all!!!!

Thought they did away with holding the entire scroll up if someone on it is having issues? I thought they pulled that person while the rest of the scroll moved on?

I'm not totally sure how they do it.
For the 'Exemplary Conduct Screening', if someone has an 'issue', they do a quick assessment to see if its a short fix, or will take longer than a day or two to resolve (such as an open IG investigation). If its short, they hold the scroll and fix. If its long, they take the person off and continue processing the scroll.
However, something like a missing 1059, or out of date PHA or APFT, I'm not sure what they do as those are things they always checked for. In the past (several years ago), those its did hold up the whole scroll...

Based on the fact P04 and P05 did not publish this morning, I would guess that means it's probably another week at least. Seems in the past scrolls tend to publish on Tuesday morning although not always, we very well may be looking at another week with no scrolls published. Hope I'm wrong but that's my guess...

I wouldn't count it out just yet. Neither scroll updated the number of days today (P05-18 should be at 161)...could be a good sign, or it could just be that the tracker was not updated. Who knows at this point

Nothing for P5-18 this morning, just another day. However apparently P2 and P3 posted so that only leaves P4 and P5 around 154-156 days-ish.

Legislation to hasten federal recognition of National Guard officer promotions does not have the blessing of the White House. The administration of President Trump cites “inequitable treatment” of Guard and active-component and Reserve officers as one reason it opposes the National Guard Promotion Accountability Act.
Guard officers commonly wait in excess of six months and sometimes much longer for the Pentagon to approve a promotion already endorsed by the state. The additional pay does not kick in until the federal recognition, but the officer may spend those months performing the job of the higher rank while receiving the lower rank’s pay.
Help shape the future of the National Guard
The act, which has the support of NGAUS, requires service secretaries to review the process in an attempt to complete it more quickly. It would also provide some officers with back pay to the time of the state promotion.
But active-component and Reserve officers wait, too, for recognition of their promotions. Sometimes six months pass from the promotion board’s recommendation to the final approval. The administration thinks it would be unfair to back-date the Guard promotions, as the legislation would do, but not the others.
The bill is included in the House version of the fiscal 2019 National Defense Authorization Act, H.R. 5515, and some version of the legislation is expected to be in the Senate NDAA when it is released this week or next.
Following the release of the House NDAA, the White House Statement of Administration Policy had this to say regarding the section on Guard officer promotions: “By mandating an effective date of promotion after Federal Recognition based upon the actions of a Governor of a State, the provision infringes on the authority of the President and Secretaries of military departments to appoint officers in the National Guard of the United States, which is part of the military’s Reserve Component. This provision would result in inequitable treatment among National Guard officers and similarly situated Regular Army, Regular Air Force, United States Army Reserve, and United States Air Force Reserve officers who are also subject to review before their appointment is tendered.”
During a Senate Armed Services Committee hearing in April, Army Secretary Mark Esper signaled his support for a change, saying to Sen. Elizabeth Warren, D-Mass., “I think there are ways we can reduce the time.” He also agreed when Warren said the current system threatens morale.
Warren and Sen. Steve Daines, R-Mont., are authors of the Senate’s National Guard Promotion Accountability Act. The House bill is sponsored by Rep. Trent Kelly, R-Miss., and Rep. Carol Shea-Porter, D-N.H.

I am Guard. I commissioned along with active duty Army, air force and Coast Guard through a Medical training and commissioning program. All of my active duty counterparts have been promoted about a year and a half before me and my guard counterparts. Now that's inequitable treatment.

I'm beyond frustrated with this entire process, I'm on P04-18 and it seems to be just sitting there at SECDEF. My understanding in the past has always been that once it gets there it should only take a couple weeks and you'll have orders in hand. It seems now that this scroll is just sitting there being held for some reason.

Anyone have any insight into this process and why it's taking so long at a step that in the past has always been one of the quickest steps? This scroll is working on having been at SECDEF for 40 days. I also realize that others have had it a lot worse especially the -17 year scrolls. However, it is still very discouraging to keep checking the tracking and see no progress when it should be done already!
