Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

I am on U06-18, received state orders back in early January. My tracker sat without update and "0" days posted for over 90 days then skipped to 7 days and said at Office of Deputy Chief of Staff Personnel. Now, its at 15 days and jumped backwards to "Awaiting Off of Judge Advocate General". Can anyone shed any light as why it doesn't reflect the actual days its been in the process, why it seemingly moved backwards, and how long it will take to come to resolution?

It used to be that NGB had a commitment to scroll and send up packets to start within 45 days. That time doesn't go in into the "number of days".
However, they are doing a LOT of pre-screening, which it looks like has drastically cut down on the time at JAG (based on recent scrolls). Taking that initial 'planned' 45 days out, adding an extra 30-45 days to save on MONTHS at JAG seems like a good trade.
DA just wasnt given the resources to do the extra screening required by DOD in 2016....

My scroll is currently U04-18 and is sitting at the JAG currently 90 days on the DOD cycle, my good friend is 50 days ahead of me on scroll U02-18 he is already sitting at the SECDEF waiting for the Signature. That's pretty good !!!! I am hoping for the same results crossing my fingers.

I'm on this scroll brother. It moved to Judge Advocate office sometime recently. The newer comments make it look like the scrolls are moving a bit faster from JA towards SECDEF. We shall see.

It looks like U13-17 is getting leap frogged by several scrolls. I wonder what gives? Even the 2018 scrolls have nearly caught up with it.

CW5 (Join to see) - It seems to me that given the DoD is fully aware of how antiquated this process is and how long it takes they should allow all officers with unit vacancy promotions to submit packets one full year in advance. Once the packets/scrolls have been vetted and approved, just delay publication of the federal recognition/promotion order until the individual has met their time in grade requirement. Seems like a win-win to me.

Very legitimate point, and (I think) a good proposal.
I think I've posted before, I dont know about the RLO promo system, but ALL NG Warrant Officer promotions are Unit Vacancy Promos. NGR 600-101 allows packets to go to the State Federal Recognition Boards up to 120 days before TIG is met. It was raised from 90 days early in 2014. Maybe they should consider raising another 30, 60 or 90 days since the requirements of the FedRec system have had major changes since that last update to the reg.
However, we were told that the Fed Rec process (perhaps, at best) is supposed to take 4-6 months, and that is considered 'acceptable'. This is why we can submit 4 months early.
But you know, I keep track and will usually send out emails to WOs in my units, telling them they are 8-9 months away from promotion eligibility and that they should submit packets 6 months early. It takes about 2 months to work through Chain of Command and get processed by G1 before going to FRB. But I cant think of a single time in the past few years anyone ever submitted early.
I dont think there's any conspiracy to save money or anything, I just think its the normal inefficiency of DA Staff processes. But it seems that getting back pay and DOR to date of State orders is a no-brainer. ESPECIALLY for WOs, who as UVPs, are doing the work of the extra responsibility.

The ONLY good thing I can say about the scrolling process is that once you are on a scroll, promotion is inevitable (unless you have skeletons in your closet) we just have to grin and bear it in the meantime.

U13-17 has now moved to OSD! The scroll only spent a week at Secretary of the Army. Tracking 269 days. Here's to getting the damned thing published soon.

Put in yet another call (only 3 total) to Ms. Marshall and left another message. If anyone gets ahold of her, can you also ask about P12-17? My FedRec tracker has been indicating "Awaiting Dir of Army Staff Appr" for a few weeks now. I'd greatly appreciate it!

Any word from Renee on P13-17? I'm deployed and the time frame to call back there is a bit jacked up. Typically not very timely e-mail responses from her, either, but I'm sure she's swamped. Last time I tried, it took 3 emails over a month + to get a reply, but that was 3-4 months ago.

Another day of checking my scroll. Another day of no movement. 13-17 still stuck at DCS G1. All I want is to see its at OSD. This is the worst process ever. Does this only happen to vacancy promotions? Do folks who get boarded get theirs faster? What is the difference in the process?

I am also 13-17. I keep trying to stop myself from looking every week, but I always give in and end up disappointed. The DA board does usually go faster, yes.

So these are two different processes, obviously... The DA Board you must meet the requirements for that FY and particular board. Currently 4 - 6 years TIG for 1LT to CPT depending on the particular board. The Board meets and eventually releases the results, last year they recessed in May and released the results in November, then you need to be in an O3 spot to get promoted. Even with the ridiculous wait time for the UVP process, it is still faster than waiting on the DA Board, waiting for their results and finding a vacant position to be promoted into. I do not believe the USAR has a UVP process.

I only meant that the process itself of having the board, releasing results and pinning is typically faster.(with the assumption that you are already in a slot) The overall process to get to the day of eligibility for higher ranks is usually much longer for DA. I just left Active Duty in 2016. Would have been eligible for first MAJ board in 2019 under their timeline. Instead, I got approved for a UV pretty quickly and started Fed Rec process for O4 in Jun 2017.(lucky that my resume was very full from all those AD years) If Fed Rec was an efficient and reasonable 90 day process, then I'd have been promoted more than 2 years earlier than my AD counterparts. Even with this unnecessarily long process, the promotion is likely to be at least a year earlier than AD would have been. Hard to complain about that part.

Last year's O-3 to O-4 board convened in March, but orders weren't published until September. I'm currently on P13-17 with you guys but this month would have been my first look via DA Board. I'm still hoping we get these orders before those guys going to board this month....it's sounding possible after all.

P11-17 still at DMPM/252days and counting... Funny how I was expecting orders to be published around 180days, but now I'm hoping it doesn't go over 360days... Ugh... Glad I'm close to retirement. Tired of dealing with crap like this...
