Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

Just think, that in the time that it takes to complete the FEDREC process for U06-17, it is equal to or more than:
1. A deployment, complete with PMT, DEMOB, and leave
2. A full year of college, to include summer session
3. A full-term pregnancy, followed by maternity leave
4. The time it takes to train a fighter pilot (average is 8-9 months)
5. An adjudicated TS clearance, complete with full scope poly
6. The Special Forces Qualification Course, minus language school (and that seemed forever)
7. Six(6) Ranger School Classes, possibly seven (7). Heck, a Ranger School student could recycle each phase twice and still graduate before U06-17 is completed
8. Lastly, I could watch my child grow from birth to that one-year mark when they are walking. Or in my case my child reached the age to graduate college, and then started to have a family of his own, thus beginning #1 all over again in an infinite cycle, much like Groundhog Day.

It kind of puts things in perspective!

Where did you get that fighter pilot nonsense? Two years generally of flight training of all levels, another two years of combat flight training in an operating unit to become dangerous to the enemy. In 8 months a candidate can scratch his rear and knows general flight theory, maybe what the stick and relief tube are.

Thank you all for the thumbs up votes for my tongue in cheek post; although there was one error, namely the timeline to train a pilot. I owe that correction to SGT Welling, so I apologize for being presumptuous. Nevertheless, from what I heard recently the FEDREC process has improved somewhat. In government speak, however, 'improved' is a relative term. That is, I liken it to a county road crew 'improving' a road by filling in potholes with poorly mixed asphalt, thereby resulting in the pothole to reappear that next year. Seriously, how is the FEDREC process these days? I hope our brethren today are not subject to the frustration that your predecessors had to undergo.

Looks like we may have lost our regular updates from our resident CW5. It makes sense. His scroll published a couple months ago and I assume he doesn't feel compelled to push out updates. We all appreciate his help, wisdom and the time he has spent helping everyone out on this thread.

Chief, you are definitely not obligated or pressured to post updates anymore.

However, I hope someone else with his level access picks up where he left off to keep spirits high.

I only have DPRO access for my unit, so cant get a big picture of where things stand...

CW5, I am on Scroll U05-18, and noticed that it isn't on your list. The scroll has been at SEC DEF for the same amount of time as U05-18. Are you not pulling it because your no one on your state is on it, or it isn't available? Just wondering if I am missing something.

Here is a recap of the tracker I kept during this whole process for scroll P02-17. Your results may vary; I certainly hope they do. Congrats to all newly promoted officers and best of luck to those that continue to needlessly wait.

Legislation: Back Pay for Promotion Delay
NGAUS expects bipartisan legislation to be introduced today, May 8th 2018, in the House and Senate that would provide National Guard officers with back pay to the date of their state promotions once their boost in rank is recognized by the Defense Department.

It would also require the service secretaries to review the entire promotion process and recommend fixes that would prevent long delays between state promotions and federal recognition of those promotions.
The National Guard Promotion Accountability Act will be introduced by Sen. Steve Daines, R-Mont., and Sen. Elizabeth Warren, D-Mass., in the Senate. Rep. Trent Kelly, R-Miss., and Rep. Carol Shea-Porter, D-N.H., are expected to sponsor the House version.

Guard officers often take on jobs of their higher rank following state promotions, but wait months for completion of the federal paperwork, which is when they begin receiving the higher pay. If Congress approves this legislation, officers still on the waiting list when the president signs it into law would receive the pay hike back to the date of their state promotions, which would become their dates of rank.

The pay would not be retroactive for officers already federally recognized when the law is signed.

“National Guard officers are 21st-century combat leaders saddled with a 20th-century promotion process,” said retired Brig. Gen. Roy Robinson, the NGAUS president. “The agonizingly long wait times hurt morale and contribute to some leaving the force. This legislation should help reform the process. Guard officers nationwide appreciate the sponsors’ recognizing the problem and offering these common-sense fixes.”

He pointed out, too, that NGAUS is the only military-service organization to take on the federal recognition process.

Under the current system, many Guard officers have waited more than six months for their promotion to be finalized. Defense Department data show that nearly 7,000 Guardsmen are currently cooling their heels and have been for an average of 285 days. In fact, the data also show that the fastest a promotion list, called a scroll, has been approved this year is 245 days.

This issue began receiving attention last fall after NGAUS officials heard about it from officers at various state association conferences. A survey conducted by NGAUS exposed the breadth of the problem and the association has made it a priority.

Warren, who sits on the Senate Armed Services Committee, even questioned Army Secretary Mark Esper about it during his confirmation hearing in November.

I concur with CPT (Join to see) -. No back pay for those whos state orders are already published. Page 3 of the bill:
1 (b) EFFECTIVE DATE.—The amendments made by
2 subsection (a) shall take effect on the date of the enact
3 ment of this Act, and shall apply with respect to National
4 Guard officers whose promotion to a grade is approved
5 by a State after that date.

Hello All - It has been a while since I have looked at these threads, but I had a unique opportunity recently and I thought I would share.
Sen Warren visited Taji on July 4th and I asked her about the Fed Rec bill she is sponsoring. Specifically, what is our recourse for those of us effected by the delays (333 days), but left out of the bill.
Her short answer: "We are working on it."
She says, of course, it is about funding, but one of the options she is working on is to allow the State TAG to submit request for back-dated officer promotions. At least it is a start. I will encourage everyone to keep pushing this to your representatives.

Last I checked this got shot down. Was deemed unfair to our active duty counterparts to just streamline our process. It's not like all my active duty classmates got automatically promoted last year and I'm just starting my scroll or anything...
