Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

P15-17 is at SEC of Army. I haven't checked the tracker, but just got an update from my G1 office.

"P15-17 Promotion UV Awaiting Sec of the Army"

Because they only work 2 days a month, and 2 weeks a year, so it takes longer for them to do the paperwork. AD is there 20 days a month. That’s probably why. (Where is the “tongue in cheek” emoji?)

The Army Times just published an article that says some senior folks are talking about giving us back pay. Personally, back pay would be nice but I would much rather recover the lost time in grade. My state order was cut in April 2017. It is now April 2018 and my scroll still hasn’t made it to SECDEF.

1LT(P) Quincy J. - I completely agree. If the timeline was meant to be a year from state promotion orders, that would be outrageous, but at least we would know what to expect. I couldn't have said it better: the guess work, anticipation, and anxiety of this process is a completely unnecessary hardship.

I am with you, I would never turn down back pay, but I am most concerned about corrective actions for our DORs.

That honestly seemed more like a political hokey pokey more than anything. Congress has been aware of this problem for several years. Talking about it more doesn't help...they need to actually implement change. I feel like that conversation was to attract votes. Just my opinion.

Someone on this thread has shown the timeline of the process but some of the things that hold up the process can be if one person on the scroll is not qualified it gets sent back for a restart. Also there is a wait till they get a good number of people before they send up the list to create the scroll. It takes just as long as an active duty or Reserve DA promotion board. My last board met in August and FEDREC/promotion was end of May.

Sir, So then the better question is why does it work that way? Why would you have a system that penalizes possibly dozens(hundreds?) of others for one that is not qualified? After the JAG, what could they even be checking that would take any time? With the digital resources available these days, there is no excuse for one scroll to sit in one office for 6 months. The only difference between an active duty board and this one is that the dates are published when the boards are held, then approximate timeframes for the results to be published are known. It is usually a 6 month wait, but there is very little guesswork and all the names come out simultaneously. They also put out a memo if the board or the results are going to be delayed. You do not see other scrolls pass up yours. I'm not arguing it is any better, just much more transparent.

MAJ Kahren Aydinyan - My understanding is that at some point there were promotions went through that shouldn't have for a variety of reasons, so they added additional levels of review and scrutiny. Conceptually that makes sense (i.e., let's do this right) but I suspect they didn't add additional personnel resources to help with the additional work.

Sir, I dont know that it's the same for the Active component . I went through a commissioning program along with Active Duty Army and Airforce. They pretty much all got pinned CPT at 2 years time in grade on the dot. Myself and most of my fellow Guard members that graduated with them are still waiting, with 3+ years TIG. No negative actions on us.

Race Against Time!!!
For those of you who haven't gotten the word, the FY18 Call to Active Duty order is out. I plan to throw my hat in the ring. However, I'm on scroll 01-18 and the deadline for CAD applications is 29JUN. I was put on scroll in OCT and 01-18 is currenlty at OTJAG. Thoughts on whether publication will occur prior to 29JUN? I'm thinking there is a 50/50 chance according to history. Any input is appriciated : -)

You better read the requirements for CAD. A 1LT only has to have BOLC complete to be accepted, a CPT has to have completed a CCC.
My coworker submitted a packet as a 1LT last year was promoted to CPT shortly there after. He received a phone call said congrats you have been accepted, he stated he was a CPT now. To which they informed him he no longer met the qualifications due to not having completed CCC.

I doubt the G1 page is updated more than about once a month, if that.... Its too much of a manual process and involves updating several different databases.

Mine is sitting at 163 days in the cycle on scroll L04-17 with JAG. My state orders are from February 2017. How much longer are they going to hold it hostage?

Wow that is crazy, you must have had a long delay to get your packet to NGB. The good news is your DOR and backpay are taken care of!
