Why is there such a long wait for reserve component officer and warrant federal recognition/promotion?

Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

Just scrolled? Congrats and have fun. The only thing ill miss everyday when mine drops is having something do to first thing when I wake up each morning: check FEDREC. Luckily it took so long CPT wont be too far down the road haha. L04-17 at 280 days.

Question.... How are scrolls that are only at 100 and some days already sitting on the Sec Dev approval step of this and P10-17 is still not promoted.... Not to be bitter, but this has become an absolute joke and has helped me on my decision of not staying in.

Add the 3 month Zero time to us as well as the 300 plus days........on the scroll. Most of us have gone over the 12 month mark since our state promotion orders were cut which is a 3 month process as well

Right, I'm on P12-17 and will hit a year since my state promotion in about 2 weeks. I've been on active duty as a company commander the entire time, I agree about not wanting to stay in after this.

CW2 (Join to see) - It seems all of the -18 scrolls are moving much faster than the -17 scrolls. That said, you still have a long way to go.

If you look at the total amount of days for P01-18 to get published (~140 days), you can tell that the pace has gotten to be a lot faster (half the time comparing to 2017 scrolls). I'm willing to bet the attention that Congress has been given to DOD (from the survey released last Nov) is the culprit of this rapid movement in timeline.

P04-17 from last year published in around 137 days... This is still all BS. I'm at 142 days, (P04-18) and have been at SECDEF for five and a half weeks. Still way too long, they should all be fired.

Update for those of you on P13-17. I spoke with Renee Marshall and she told me we have been at SECDEC since March 6. The process typically is 3 to 4 weeks, so we could see orders any day.

Nice to see movement but very frustrating as someone on scroll P10. Imagine if our companies were run in this manner. No one would be ready to deploy. Ours still shows Sec Army but hoping we are beyond that now. They need to be signing 3 or 4 scrolls per month in order to get caught up.

Hang in there bro, we are all almost there. It looks like the scrolls behind us are moving so maybe the problem has been fixed so it wont hold us up when we hit 04

Update: I called Rene Marshall and apparently the site is stuck at DCS G1. I know my scroll P13-17 is actually at VCSA, 2 steps from SECDEF. We probably have 2 months to go based upon her guidance.

MAJ (Join to see) - 290 scroll days today for P10-17...while I am happy for any scroll to have movement, potentially getting lapped is painful. I can't imagine still being in this process 2 months from now...

We are presently at 227 days and at VCA as of 1 March so it is possible we are closer than that.

NGAUS ‘FedRec’ Survey Finds Frustration
Washington Report (February 20, 2018) Nearly half of the more than 3,000 National Guard officers from every state and territory who responded to a NGAUS survey said they waited more than 196 days for their most recent promotion to receive federal recognition. “This process is 110% ridiculous,” one respondent commented on the system that requires the Pentagon to sign off on all Guard promotions.
