Why is there such a long wait for reserve component officer and warrant federal recognition/promotion?

Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

Has anyone seen any movement on scrolls after the Holidays? I see someone posted that 03-17 published? The data tab on the G1 site was down this weekend - go figure

CW5 (Join to see) - Yep I realized that about the tracker on about day 170! Hopefully they will figure this mess out and get everyone squared away. At this point I am more ticked about the pay deal, I have an AT coming up along with an 8 year anniversary. SHOW ME THE MONEY!

CW5 (Join to see) - Ouch. I feel your pain, Chief. I was on ADOS orders too, from May-Dec of last year, and scrolling the entire time. The pay difference between O2E and O3E with 10 years is over $1K per month, so I was losing my marbles and wanting to pull out the pitchforks. Now that I am M-Day, and my civilian job gave me the promotion the Army didn't, I am not happy by any means, but I've calmed down.

I was commissioned as a 2LT into the ARNG 5 years ago and I am still waiting for a promotion to 1LT (Finally 135 days in waiting on JAG). Of course, that is mostly because they lost my original FEDREC for 2LT, demoted me to an E-3 (on pay grade, which I was paid at for over 1 year before it was changed back to O-1) and then changed my Oath of Office and Commissioning date to over 2 years after my ACTUAL commissioning date because they tried fixing it and somehow lost my records and couldn't even find me in the "system", as it was explained. So, the advancement to 1LT is based on the wrong date of commissioning. But think of the Back pay when all of this is corrected. Also, let this be a lesson. Keep all of your original documents in an "I LOVE ME" binder in case anything is ever questioned.

Sadly, even though we as SMs keep that trusted "I love me" binder, from which we produce proof of training, education, qualifications, etc., the NGB still screws it up. I often wonder that instead of using computers, they use an Etch-a-Sketch to process our paperwork.

According to the OPM website, there is a 2-hour delay for all government workers here in the DC area. For the workers at NGB, however, those 2-hours may as well be 2-days. That is, they’ll take any opportunity to opt for a day off, even so much as having a slight sniffle.

the G1 tracker said 233 days, was updated Weds and published 1/4. My guess is someone had a OH S#$T moment, and realized 2LT-1LT receive back pay and decided to push it through.

What are they doing at the Pentagon with our packets that is taking so long? How on earth did previous generations get their promotions on time?

From what I've heard it's the new process that is slowing things down. I wrote my Congressman, and his initial response was a cost saving measure, but he wasn't sure of the staffing levels in these offices etc. Right now I am about 100 days past what the FED REC process should be. Great for retention!

It is official: Today, U06-17 hit the 300-day mark. What an achievement. I am definitely putting this accomplishment on my next OER.

Yes, several times and each time: no answer, as in nobody answers the phone. I even called today, expecting that now the holiday season is over, the NGB would be back to work. Ha, how presumptuous of me. Today, U06-17 is at 306-days and still in the same office at Director of Army Staff, where it has been since September. Supposedly, it is at OSD, but now I am not so sure. This reminds me when I was a police officer and I would question a drug dealer on the street. Their mouth would utter a 'yes', but their head would swivel to the left and right like they were subconsciously admitting 'no', and they are not telling the truth. The parallels are astounding. Incredible, simply incredible.

I don’t know that anyone on here is going to have an actual answer to the original question but many of us believe that it is a cost saving measure that unfortunately screws the soldier. Think of the money save over a 200 day timeline for all the Officers that are delayed promotion.

Quite possible, indeed. That way, they can use the money to pay the GS employees and contractors who take their mandatory 10 smoke breaks, and then later leave work in their 5-series BMWs or E-Class Mercedes.

I guess the system is working perfectly according to the letter you got. Lot words that mean nothing. No solutions, just a play by play of everything that you already know I'm guessing. Depressing...U11-17 206 days.

Steven I have a fellow warrant officer in my unit that is on U11-17, so we are monitoring his packet closely also. Below is my FEDREC status, just changed to waiting Office of SECDEF approval, should be any day now. Your scroll is not far behind.
