Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

Did the G1 tracker site go down? I cannot get it to come up. Another sad fact is with the pending government shutdown, this will definitely affect all of us. In fact, it would not surprise me if the NGB will go ahead and justify that as a day-off and give themselves a 3, or perhaps a 4-day weekend.

Yep, I’m at drill now (split training) and this Friday is our dining out, which I found out about on this forum (Thank you LT Felder). So,,other than this forum being a great outlet to vent our frustrations, it’s also works to remind someone to check their AKO now and then, with that someone being me. Otherwise, I would have shown up in my standard uniform: Ranger Panties, schmedium t-shirt, flip flops, a light coat of CLP, and a Cheshire Cat grin.

See my reply above from 4 days ago, but I think it may be at OSD. Do not hold me to that, although it was information I learned after calling Renee Marshal's phone number. Instead, I spoke to another lady and when I gave her our scroll, she quickly replied it was sitting at SecDef. I would call back, but if they have caller ID, they may have already blocked my number. Perhaps I should call from a different number and when they ask my first and last name, I will reply with, "First name, Chief, last name, Warrant Officer."

I read on one of these threads that the average “days scrolling” was 209 for P01 thru 07. At this points it’s a joke. There is no excuse at all.

I was a good sport about it for the first 120 days, but this is ridiculous. This type of thing doesn't happen with promotions in the civilian world.

I'm AGR and have 3 years, 9 months until I hit 20 years of active federal service. I'm still undecided if I'm going to retire at 20 AFS, but hopefully, it doesn't take another 9 months.

Additionally, the District Director that I was corresponding with said that although he agrees that a year to process promotions is excessive, that unless the service has a recurring problem that cannot or is not being resolved internally, they are typically hands off. However, the squeaky wheel gets the grease, so the more people make this known, the greater the chance that there is meaningful change.

For those on U06-17, here is an update I received from Renee Marshall, who is a very nice lady. She has a very tough job fielding all of the calls about this FedRec process. I can assume that a majority of these calls are not meant to chat and shoot the breeze to see 'how things are going'. No, no, poor Ms. Marshall most likely takes the brunt of all the complaints about this process, which explains that when I spoke to her she sounded exhausted. Good thing it is a Friday. Nevertheless, U06-17 and a couple of other scrolls that are in the same predicament is on the radar in that yesterday there was a meeting held to address this issue. Ms. Marshall is tracking down what happened as a result of the outcome of this meeting, with the hopes the answer is in the positive and our scrolls are moving forward from that of a one-legged, sub-sloth pace to maybe a sloth with two legs.

I don't envy Renee Marshall's position. She probably has no real control over what is happening, but is the POC for the FED REC system and is probably catching tremendous amounts of heat from it. It is great that people are having meetings and such, but action would be my preference. The meetings don't seem to be making a difference, as things are getting worse for those of us on the unfortunate older scrolls, and now the G1 trackers aren't even counting days. This process is slowly driving me insane. I have simply started referring to myself as "The Terminal LT" whenever someone asks when I am going to be promoted.

You are correct inasmuch as it seems in the government sector the GSs have meetings purely to have meetings, during which they plan for follow-on meetings to discuss what happened in the previous meeting, then they plan again for another future meeting. It is, indeed, a cyclic endeavor. And then there are the GSs who remind me of Milton Waddams from Office Space, the kind of folks who are there because, well, they just are, although we have no clue what it is they do. Nor do they have a clue; they simply show up to occupy that void in the aether. They even chime in on the meetings to agree or disagree on the topic, depending on which way the scale tips, answering with, "Whatever you are thinking I am positive it is correct." Or, they throw out a bunch of disjointed facts until one of them has some semblance of relevance to the topic, sort of like throwing a handful of darts with the hopes that one of them will hit the dart board. Yes, what I have just described is what occurs in the inner sanctum of the esteemed FedRec process, one in which all of us entrusted these Milton Waddams to walk our packets through this Rube Goldberg-like process.

Now that we are entering the holiday season, I expect this process will come to a standstill. Hell, if these FedWreckers can’t complete this process on a regular work week (ha, that’s a relative term), then how can we expect them to accomplish this through November and December?

I spoke with a 1 Star who provided the following information. The NGB is getting hounded weekly with complaints. They know this is a problem. Right now one solution on the table is to make smaller scrolls so they take less time. I am on scroll 13-17 and it has moved quickly to JAG within 2 months of showing up on the NGB G1 website. This is not going to help those of you on earlier scrolls, but if you are on 13-17 and later you may have gotten extremely lucky.

P01-18 hasn't had any movement since being moved from P16-17 in October. 90 zero days since that move and no other updates since my State order in August which is now over 5 months.. Over 190 days of zero day..

I just got an email from my G1 that P03-17 published. Only took 266 days on FedRec (at least since it was last updated) and over a year since submitting my packet. I can definitely say that because of this I will be ending my career at least 4 years earlier than I intended as it has thrown me back almost 2 years in terms of timing for the next grade.

I wouldn't be too caught up with the time lost. Especially as a CPT and below. Might actually turn out to be a blessing later. However this wait was ridiculous. Way too long.

Well as a prior enlisted who already has 20 years in, the lost time from when I took the CPT slot back on 10/1/2015 to almost two years later finally getting promoted is a killer in me wanting to retire as a MAJ. I had some thoughts of going for LTC but that is all but done now. And the two years of not getting promoted has put me behind some of my peers that got promoted by the mandatory boards. And that doesn't include the $3-5K that I lost in pay over the two years.

It makes no sense that as soon as you are assigned the position and are eligible for promotion that they don't make that your DOR and back pay you to that date. If you went through mandatory boards that would be the case. Somehow we get punished for being ahead of our peers. How is that fair?

What other job do you start a new position and not get paid the rate for the position.

So I thought I would actually figure out exactly how much money I lost. I had 128 drill periods in my current slot with a $47.41 pay difference for a total of $6068.48

Ouch. I don't think it would bother me so much if our Time in Grade and Pay were backdated to our state's promotion date. So far I have *only* lost ~$4,000 since I have been ADOS since May.
