Why is there such a long wait for reserve component officer and warrant federal recognition/promotion?

Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

P03-17 Update: The three soldiers with negative background information have been dropped from our scroll and we are moving ahead normally. I didn't get a timetable, but was assured we are now moving.

I've been sitting in an 04 slot for 3 years now. I completed ILE as a CPT, have my masters degree and all educational requirements met. I originally submitted my packet as a unit vacancy promotion which I will NEVER do again. I watched as CPTs that don't have ILE or a masters degree get promoted because they were boarded and eeked their way through. In all actuality, it benefited them to procrastinate on their career while those who took the time to meet the expectations were placed on the back burner.

P03-17 is at SecDef now. As soon as it is signed there we will at least have DOR. Maybe they can get the scroll published by next year.

Well P02-17 may have been signed almost a week ago, but there is still no update on the tracker this morning and my state can't see anything. Sounds like it hasn't published yet.... and/or it's sitting in someone's inbox waiting, and waiting, and waiting for them to hit send and publish.. Good luck this week gentlemen.

CPT (Join to see) - Your TS means nothing when you are lumped in with a scroll. You will move as fast as the slowest person. The hold up is the process. I did send a note to NGAUS since they are suppose to be our advocates, and power is in numbers, but I do believe the problem is much, much deeper.

This whole process is mind-blowing. How it can possibly take this long is unreal. I am at 143 days on P04-17 and I will hit one year since board on 27 June. There is no way I will see a published order before then. Hope those of you on P02-17 get it soon. Ridiculous!

Today marks day 185 for P02-17. If I recall correctly, day 185 was when P01-17 had their order published. According to the system, we are still awaiting SECDEF. I'm guessing now the person in charge took a large block of vacation, retired, etc. I wouldn't anticipate anything now until after Memorial Day weekend with the holidays and vacation planned around that time. June here we come!

CPT(P) (Join to see) - I was on P08-17, a UVP scroll. We ended up at around 290 days on scroll before it was published (I think it is actually 287 days, but I am not sure.) I submitted my promotion packet January 2017, DOR from the state was 15 Feb 2017. Fed Rec was finalized 2 Feb 2018, with DOR of 25 Jan 2018.

CPT(P) (Join to see) - I couldn't agree with you more. I was losing my marbles with rage at how long it was taking. Supposedly there is high visibility and improvements coming down the pipeline, but I have not seen anything yet that has significantly improved the process.

Roger, sir. If you're talking about slot availability, you're correct. However, at least in my case, that isn't the issue. I've been in an O3 Slot since I commissioned. The issue for me, as indicated in my other posts in this thread, is the Fed Rec system that ARNG warrants/officers have to go through before they can wear rank and get paid. My promotion orders from my state have been in iPERMS since last April. However, as we have figured out in the time this thread has been live, there's a huge bottleneck at NGB with this process and how it actually flows.
I realize the title of the post is misleading in that regard, and I apologize, but I song think I can change it and this point.

2LT (Join to see) - I reached out to the fedrec office 2 weeks ago. The person I spoke to mentioned that a batch of 5 scrolls had moved from JAG/Adverse Actions to Office of SECDEF in one update. She assessed that it's likely L02-20 would get approved within the next 30 days....no guarantees, of course.

2LT (Join to see) - No Problem. They made it seem like that would be the final approval. Supposedly Scroll L02-20 was next in line, whatever that means. I'm hoping the scroll will just jump to OSD with the next update or two.
