What Army Reg addresses the issue of attending PT off the instillation?

I know some events are barred from being made mandatory to attend esp if it requires money to attend or issues with transit and im well aware theres alot of soldiers living in the barracks with no cars. if one of them fails to come to PT that is being held off base,that is still grounds for a counseling or are they not required to attend because of said location of where its being held. sure cant force soldiers to buy a car or use a taxi that much i know.

Pt is covered in a slew of regs : AR 350-1, AR 600-20, FM 7-22 and a few DA Pams. You can argue the inconvenience of the location but experience tells me you'd be on the short end of the stick.
As a young troop I'd coordinate with my buddies for a ride before I had my own vehicle if the Squad Leader didn't lay on the truck. That said... as a Squad Leader I used to either pick my guys up, coordinate a battle buddy for them or get an off post dispatch for our dump truck and load the crew on it and roll from the barracks.
See ya at the lake for raft PT at 0530. Be there or be square.

Am 100% sure there is more in the story but, for the sake of discussion...
... Soldier can bring any issues to his/her supervisor right away, and trust me, it will corrected shortly after if no immediately!
2. Unit PT, like any other unit activities, are scheduled and posted in advanced. See 1 above.
3. Soldiers living in the barracks would not have a spouse inquiring for an issue. Unless a Geo Bachelor and that’s another headache on its own merit!

Caitlin Williams - The army is a 24/7 job. You are literally on call 24/7 and orders can be changed at any hour of the day.
I understand it can get frustrating at times, but you need to follow through and do it. Try and keep a positive attitude. You can always find the silver lining in any given situation. You can look at a 'short notice' PT change as a negative and want to not do it, but what does that help? You still have to show up to formation. You still have to participate.
You will eventually be a civilian. When you get an outside world job, you are still often given short notice projects. If you decide to not do them, you can be fired. No legal recourse. No questions. Gone. No more job and that will follow you. If you decide to do the short notice project and just complain about it, you still have a good chance of being fired. Employers can find 1,000 others who are more than willing to complete the project.
Learn from it. Don't think of it as an attack. Find the positive and do your best. Grow in a positive manner and every aspect of your life will be better for it.
EDIT: or perhaps you will get out and start your own business. If you are the boss then you can run your company the way you want. I GUARANTEE you will sometimes have to make the difficult decision to give someone the bad news like 'work late on friday' or 'work the weekend'. Both sides of the coin have "negative" aspects. You can look at it as a bad thing or you can look at is as a good thing.
The good: You are going to learn something new today. Knowledge is power. It really is.

Unit PRT....regardless of where it is held, is required to attend unless otherwise excused. If it is being held off base, and no personally owned vehicle is present, then it is the Soldier's responsibility to obtain transportation to said PRT......which is posted and known well in advance. If no other Soldiers are able to provide a ride, that is when the Soldier in question needs to address this......beforehand.....with their Team Leader and/or Squad Leader. Sure, the Team Leader and/or Squad Leader should ask if anyone needs a ride. If that was asked and no one spoke up......then whose fault is it for not showing up for PRT? Even if there was a previously established ride but then that ride fell thru/flaked out...then the Soldier in question should have contacted their NCO to say they do now need a ride. But to answer your question...Yes, the Soldier in question can certainly receive a counseling statement.
