I am in my advanced individual training and have been assigned my first duty station. I want to request a change of duty station so that I can take care of my parent. Can I contact s1 or hrc directly, and should I contact hrc or s1? Is the s1 more likely to help me.

First contact HRC your branch manager and request a change. If you're far enough out and it causes no issues they may do it over the phone.
If that doesn't work you can request a compassionate reassignment, but you will need to provide a justification as to why your parents NEED you to be there and why this is the ONLY option. Be prepared to answer:
Are you providing financial support? How much?
Who is taking care of them now and why can they not continue to be taken care of in the future?
Why can't your parents move to you if they need you to be their caretaker?
What is wrong with them that they need a caretaker?
Is this a long-term issue, or one that can be resolved in a year? If this causes long-term, undue family hardship then why should the Army retain you as opposed to separating you for hardship?

SPC(P) (Join to see) google request a compassionate reassignment army. First two hits...the first is behind the CAC wall so the RP gray beards may not see it. The link below lays out what to do. As SFC (Join to see) states, use your chain of command. Get your documents straight and be prepared to justify why. You may also have to make your family member a dependent in DEERS and then EFMP. The answer may be that you will PCS needs of the Army as you have the requisite treatment available at that location, unless the issue is tied to that spot geographically (like taking over a family farm after an unexpected death/illness).

Sir, thank you for your input. Could you please elaborate on what you meant by “ the first 2 hits... the first is behind the cac wall so that the rp gray beards may not see it.” I apologize but I wasn’t able to understand what you meant by that.
So, I can safely assume that it’s possible to add a parent on deers.

SPC(P) (Join to see) - if you googled your question, the first two hits (responses) from Google were Army generated answers to your question. The first you need a CAC to access, so I could not read it first because us Rally Point Graybeards (retirees) do not have access to CAC cards. Meaning: you need to attempt some research first. It was not buried somewhere or behind a Masonic veil of secrecy.
You MAY be able to make a parent a dependent, but it's s pretty tough process. I searched for 'how do I make a parent a military dependent.' http://www.monterey.army.mil/Legal/military_law/Make_Relative_Military_Dependant.pdf
You need COC help on this, but you need to understand the process so you do the leg work and collect the documentation as quickly as possible. Your COC will not do that.

You can request a compassionate assignment but not likely to be approved before you have to report after training. You got an uphill battle ahead just starting out.

Sfc, good evening. Thank you for your help. I can look into that. But right now just to ensure I have tried out all my options, do you think I can try contacting s1 directly without going through the chain of command.
