San Diego County: Deployed Service Member wanting to get married remotely?

OK, so before we go on a bender about BAH hunters, etc. This is NOT me looking to marry someone. I'm happily married :-)
I work for HP in support of the County of San Diego. I am considering an new option for using technology to support our citizens, particularly those with ties to the service.
I am interested in using telepresence technology to support remote weddings for our deployed service members.
Does anyone know of a deployed (or deploying) service member who would be willing to marry his/her fiancee/fiance remotely from station on 04MAR15? This would have to be local in San Diego. I'm dead serious about this. If I can get someone to volunteer, I plan to propose this to the county. But it's a cart and horse kind of thing. I can't very well pitch the idea without a serious use case.
The date is important, because it is a pre-scheduled technology innovation event for the County.

John, I would suggest that you start at the County of San Diego. At the County Administration Building at 1600 Pacific Highway, there is an office that handles marriage licenses and conducts weddings. Also, some notaries public can conduct weddings.
