Because they are not needed. FYI: It was only 12 percent during World War II.

With an all volunteer...recruited...force, you are going to have less people joining compared to compulsory service. It is actually fairly surprising how many people do not qualify for all the various reason, so that shrinks the pool down even further.

My son was DQ'ed for a partial loss of hearing in one ear. I have heard from others that during the past he would have been approved. I also can say he was trying to get in toward the end of the government fiscal year and the branches we visited said they had meet their quota and where not taking anyone until the new fiscal year began.
