Is this the start? Do you think we will ever see the 4.1 Federal Employees pay on the table?

Civil service pay has been stagnant for some time now. Within the confines of the DOD, civil service are lower overall cost than military personnel.

But the fact remains that cuts have to be made somewhere and I don't know if it is politically feasible at this time to freeze or cut military pay.

I am really not sure what you are asking here.  If it is whether or not federal employee pay should be cut, I will remind you that federal employee salaries have not been raised since 2010.  So in many ways, it has been cut while military pay has increased.  Also, the federal civilian workforce is MUCH cheaper than the military workforce.  The difference in pay and benefits is laughable actually.

Other Federal Employees have unions, and Politicians who love their unions. We on the other hand, are the Bastard stepchildren.

I would welcome DoD civilians if it wasn't putting Soldiers out of the Army. Being a MP I have worked with them constantly, sometimes rated by them. And usually without incident. I firmly believe before any Soldier is remove due to over strength, the civilian should go first.
