Is it possible to make SGT without ever having been to the E-5 promotion board?

Not true at all. If a SPC has the requisite TIS/TIG to be integrated onto the Command List Integration (CLI) and his/her MOS is a STAR MOS, then gets promoted, that promotion is just as valid as someone who went to the board and made points. That's how the CLI and STAR MOS system works. Your leaders don't seem to know how promotions work.
Reducing someone requires a valid reason, and a reduction board, unless the promotion was erroneous, then it's paperwork for the S-1 Section. See AR 600-8-19 Enlisted Promotions and Reductions

Has he been to BLC? because it was my understanding the only way to get promoted under the new system without your correlating NCOES was battlefield promotion
