HRC Told me my promotion orders will take 3-5 weeks. Why?

I'm in the IRR, and I got selected for promotion last year. Today's my 6 year TIG date, and I got an email from HRC that tells me it'll take 3-5 weeks to process my orders.
Why? I'd ask directly, but I'm trying not to piss off the people actually working on my orders. If anyone has insight into this process, I'd greatly appreciate it.

HRC has a sort of business flow, where they process certain actions at certain times of the month for efficiency. For bigger-scale actions like PCS orders (not Warrant Promotions!) they will also sort it by alphabet or sometimes an OML.
The three-week estimate is the low end, the five-week one is if you just missed the cycle this month.
Don't worry, Chief. Your DOR will not be affected.

SSG Trevor S., I retired in MAY98, so I'm sure much has changed since then. However, there was a time that when in the IRR, you were promoted (at your mandatory promotion date) to the highest grade supported by your military education. I was assigned to the IRR as a first lieutenant. A few years later I got a letter stating that I was promoted to captain. I had not participated in a TPU, as an IMA and didn't even have enough points for good years, but I was still promoted.
It was most fortuitous, as the promotion is what ultimately propelled me back into a participating status in a TPU, and allowed me to finish a career in the USAR.
