How to do I apply for a visa and citizenship for my foreign spouse? Who can I contact in the army for information about this ?

So all the folks saying State Department or JAG, they are wrong. It is USCIS ran by department of homeland security. https://www.uscis.gov/family/family-us-citizens/spouse/bringing-spouses-live-united-states-permanent-residents

Mine came on fiancé visa and really the process is not that hard. All of the forms have instruction sheets and if you can fill out military forms with ease, you can do these without a lawyer. Now JAG or a paralegal might be willing to help you but really if you follow the instructions, it is easy.

Where you at? Usually that kind of thing goes through the US Embassy in country.

If you are already married, that might be a problem. Had you applied for a fiance visa back when, you might have saved your feelings. Now, it reads like you have a wife living in another country.
Get a lawyer. Gather the information requested. Answer any questions honestly. You might get her in. But, if she has a rap sheet and those State officials find out, I hope you have a good lawyer.
I paid 800 bucks. It was worth every dime.
