Has Anyone Seen AR601-50 Enacted?

I love finding old regulations long forgetten. I wonder if anyone has any first hand experience with AR 601-50; Appointment of Temporary Officers in the Army of the United States Upon Mobilization

We had quite a few E7/8s that were in this category during Desert Storm, it was quite common for things like that, if I remember correctly we had a few during Somalia as well, haven't heard it used since then.
