Does early retirement under TERA still entitle the retiree to the same non pay benefits as a 20 yr retirement

From what I understand, everything is the same except a little less money...
You have to select TERA, it isnt just given, and it is based on you not getting promoted, but having between 15 and <20 years.
so, i imagine most people taking TERA would rather have gotten promoted and done 20, but instead, no promotion, and thankfully, we can still get a retirement (less money and a lower rank, but better than nothing).
