I have international friend who wants to join the army, but mavni program is closed, so does anyone have any ideas when mavni is going to reopen?

CPL (Join to see) as Sgt (Join to see) and MSG (Join to see) have stated, the program I said closed. It did not pay off the way they thought it would and security screening was problematic. Many MAVNI applicants sat for over a year because they couldn't get cleared to train, so they got uncharacterized discharges, welcome to America, now beat it. They have to solve the issues and come up with a new program acronym and roll it out. Recommend your associate identify another means to legally enter the US and apply that way. My understanding is they need to be legal residents of the US.

"Officials said the Pentagon is exploring other ways to adjust or replace the program in order to bring immigrants with those skills into the military. But the officials said it will be difficult and that it probably will take a good deal of time."

As of 1 October 2018, the program is still closed and no foreseeable reopening. There are those that are trying but the program is constantly meeting obstacles.

I have two troops that have been waiting for this program to reopen, if ever, now I have to counsel them and have them to seek another alternative to either serve the military if they so desire or find another way to become a legal resident of our country. It is unfortunate that at one point regular enlisted did not meet the criteria to join the US military, nevertheless we were aware that our country was looking to "replace" us by enlisting foreigners and using their so called special skills justification to make them legalized citizens. I served for over 30 years and noticed how the millennials were not half
of what our entry level troops were. I lost my Montgomery GI bill to the changes made thru the years, my POST 911 was transferred over to my child and I have to still 10% of her tuition because of the stipulations set for on Chapter 33. My child does not qualify for the Yellow Ribbon program even when I deployed twice. If I get called upon duty I will be the first one to show up even with my age, disability and ready to jump out of a C-130.
