Can someone other than the commander sign additional duty/appointment orders for the company?

I have a 1SG who wants us to redo every single appointment order to make it where he is the approving authority. However, the XO has assumption of command currently since our CDR is away on mission. I have reviewed AR 600-8-4, AR 600-8-105, and AR 600-20 with no luck unless I’ve seemed to have skipped over it. Any help would be appreciated since our appointment order memo’s aren’t out of date and that’s quite a bit we would have to change.

Your 1SG isn't the commander and doesn't have authority to issue orders like that.
The commander is the command authority and unless the commander delegates that authority in writing the commander is the only one capable of making those appointments

SFC, to please him I was thinking making him the POC but having the XO as the approving authority. Would that possibly work?

SSG (Join to see) anyone can be the POC, the POC is usually whoever wrote the memo. As long as your XO has assumption of command orders, that will work. But, it's all completely unnecessary. The commander is still the commander, the assumption of command orders are only temporary until the commander returns. Unless your commander has been relieved or replaced, they are who should sign any appointment memos

If the 1SG does not have Assumption of Command, then the 1SG is not going to be the approving authority. The XO will since they have the assumption of command.

SFC, is it possible for the 1SG to have assumption of command? Even if there is a capable XO? And if so, that decision has to be made by the CDR correct?

SSG (Join to see) - If there is an XO or other officer present, then there is no need to give the 1SG Assumption of Command. And yes, that decision is made by the Commander. Even if the 1SG has been given signature authority, that memo by the commander giving the 1SG signature authority is very specific as to what they can sign.

The Command Authority is explained in AR600-20. The commander must be the senior ranking regularly assigned commissioned officer. Your 1SG is well intentioned but doesn’t have the authority. If the Commander is away, he is in command unless reassigned. He can delegate to the next eligible officer to assume command with assumption of command orders and then they can sign as the commander. I regularly had to take “command “ of 4th Sustainment Brigade time to time to sign awards while the boss was TDY. I did the same for 801st BSB as the BN XO and Maintenance Troop, 11th ACR as a PL and XO.

SSG (Join to see) it’s in the paragraphs that discuss Command. I’m not in front of my laptop where I have the current AR600-20 in front of me. It doesn’t speak specifically about appointment orders.
However, the regulations that prescribe the appointments of certain duties will almost always saw that the Commander appoints or similar
