Can Promotion for E-1 to E-2 be denied if there is no negative actions against someone?

When I was a young E-1 out of basic, I was promoted to E-2 by my company but it didn't show on my ERB and I didn't have promotion orders. I then volunteered for a deployment with a sister company and deployed with them. 2 months into deployment my squad leader was helping me get my ERB fixed but was having a hard time because there were no promotion orders. He was then told that when I got to my new unit my promotion was denied even though I have had no negative action toward me. So now we are still currently trying to get the right date fixed on my ERB. Can I be denied a promotion with no negative actions?

Short answer is yes. As I have stated on many of these type discussions, promotions are not automatic. Are you now a PFC as your profile here states? If so then at some point you had to have been promoted to PV2.
We are talking less than a year of service likely. What do your LESs reflect? That would be a good indicator of when the promotion to PV2 took effect.

I am now a PFC. I am more concerned of my DOR. When they fixed it it put my DOR for E-2 to 20140406. I entered the army on 20130506 which puts my promotion to just under a year before getting E-2. My LES however puts my promotion to E-2 in December of 2013. I was just curious since I have had no negative actions and preformed to par if not exceeding standards if I could be denied my promotion and if I had any ground to stand on with that approach.

There you have your answer. Print all your LESs, and take those to your NCO along with your ERB and that should be enough for them to get it taken care of for you. You will likely need all LESs from the time it started showing E2 to prove that you were not reduced anytime after that.

Thank you, also to touch back on the promotion, the Chain of Command does not need a reason to stop promotion for E-1 through E-4, they can just deny it for no reason at all?

No not for no reason at all, but don't get wrapped around the axle about that part of it.
But that is not the case for you. You have proof that you were a PV2 as of December 2013 which would have been 6 months TIS for you.

I always thought the E-1 to E-3 was automatic unless you have issues. I really don't know how the Army or other services do business for promotions though.
