I think it all really depends on not only the person but the company. A few things I ask myself before considering moving to a new position beside what is the pay increase are:
* What is the current business position of that company?
* Is there room within that company to expand in a few years or will I be left looking again in a few months?
* How can working for that company help me professionally grow when compared to those opportunities at my current position?

Yes, of course more money is always nice but sometimes a few extra dollars are given in trade for other limitations so it is never a cookie cutter style answer.
